Lighting equipment and electric lamps have been added by Ministry of Economic Development of the Russian Federation to the decree #155 dd March 25 2014, which deals with provision of preferences during government procurement procedures.
Ministry of Economic Development issued decree #655 dd October 15, 2014 that expands list of goods produced in Russia, Belarus and Kazakhstan, which may obtain preferences on the contract price up to 15% as described in original decree #155 dd March 25, 2014 by Ministry of Economic Development “Conditions of admittance of goods produced on foreign territories for purposes of procurement of goods and services for governmental and municipal needs”. The list now includes group of goods named “lighting equipment and electric lamps”, which falls under OKPD code 31.50.
According to the decree #155, upon procurement of listed goods produced in Russia, Belarus and Kazakhstan, procurement tender offers are evaluated using 15% discount coefficient. It should be noted, though, that final contract with producer is signed using the original (non-discounted) price that was stated in the tender offer.
In case of equal prices by several tender participants, contract will be signed with producer that is eligible for receivng preferences.
